Welcome to the ARRL Oregon Section website My goal is to make sure this website is always current during my term(s) as section manager. I want to have as many communication methods available as possible to hear what you in the Oregon section have to say. This is one of many ways for me to hear you. I welcome any suggestions for content. With the help of the section leadership, it will be added to continually. I look forward to working with you and am making plans to visit all the affiliated clubs in the state during my first year in office and hope to be able to participate in some of your activities. I have visited some ARES groups as well.
Also please keep in mind that this website is a work in progress and we will do our best to keep it updated with the information provided by our amateur radio community. Currently login access is limited to the Oregon cabinet. As we make more features available you will be notified via the arrloregon Yahoo Group. Join the group at http://groups.yahoo.com/group/arrloregon/.
I also send regular informational emails to the yahoo group. Most of what I send will appear in the next SM report, but by being in the yahoo group, you get advance notice of the news.
On Thursday, May 15, the OEM ARU will be participating with OEM in a display on the Capitol Mall from roughly 10am to 2 pm. We’ll put up a packet station and be able to handle traffic. De K7VV

Oregon City ARES Public Service
Nature of Activity: Special exercise
Activity Description: On May 10th, 2008, Oregon City ARES (OC-ARES), a sub-unit of Clackamas County ARES (CARES) provided communications support, as well as filled command leadership positions, during the annual Oregon City Teddy Bear Parade which benefits children facing trauma in the Portland metro tri-county area. Key communications areas were worked: various staging areas, a net control station, general information/check-in booth, and key intersections during the parade route to assist in ambulance or police access to medical / police facilities in the area. The event director told the Oregon City AEC that he couldn't have done it without the ARES personnel and what they contributed to the overall event.
Places or areas involved: Oregon City, Clackamas Co, OR
Other comments: ARES personnel filled "ICS positions" during planning & operational phases of the parade.
There were no safety issues identified during the event.
The event went well due to the level of training & commitment of the personnel involved and the fact we have done it for so long
We have been asked to participate in event planning & the actual parade in 2009 with the AEC being requested to be the co-chair of the event.

Distress Signal Located by ARES Volunteers
A report of a distress signal in the Reedsport area Wednesday proved to be little more than a discarded emergency beacon. According to a Douglas County Sheriff's Office press release, at about 7:22 p.m., the Sheriff's Office received a report of an emergency beacon in the Reedsport area.
Amateur Radio Emergency Service volunteers were dispatched to Reedsport and located the active beacon in a dumpster near Fred Wahl Marine Construction, 100 Port Dock Road.
Deputies learned it had been inadvertently thrown away while remodel work was being done on the vessel Melanie.

Congratulations, Oregon Section!
SEC (Section Emergency Coordinator) Bill Morris and Kevin Hedgepeth (Exercise Director) have already congratulated you for the tremendous effort put forth in the April SET (Simulated Emergency Test). Now, I'd like to add some numbers and perspective to their congratulations.
23 Counties participated in the SET! That is, by far, the best participation rate we have ever had for an SET for the ten years I've been involved in Oregon Section ARES/RACES. It's dang close to the actual number of counties that have active ARES programs, and we even had a RACES county participate! Every District had participants, and Districts 4 and 5 had a 100% participation rate. One District that decided not to promote the SET had a 50% participation rate nonetheless!
Clearly, you and your folks are taking the impending roll-out of the OADN (Oregon ARES Digital Network) Winlink system seriously, and desire to be trained and ready to use it.
By my preliminary count, 93 DOE's (Declaration of Emergency) and SITREPS (Situation Reports) were sent by the participants, with the vast majority coming in on an ICS (Incident Command System) compliant, properly formatted, 100% accurate ICS-213, ready to be printed and delivered to the appropriate desk at OEM (Oregon Emergency Management). Actually, these messages were sent to four addressees as part of the exercise, meaning that 372 messages were delivered. Although this was a 6 hour exercise, most of these messages, about 85%, were delivered in the first three hours!
The SET provided for local elements to be designed and integrated into the scenario, and many of the participants did just that, enhancing the training by recognizing local conditions and needs, and practicing for them as well, with the submission of the ICS-214 simply as the culmination of the event. In the past, there have been criticisms that the SET was not "relevant" or not "fun". This event was designed to answer those criticisms. Whether the exercise was "relevant" or "fun" was now up to each participant. How many of you exercised this option?
I've got to acknowledge the great job that the OEM ARU (Amateur Radio Unit) did. We had no idea that the volume of traffic inbound would be so heavy because of the extraordinary participation rate. The OEM ARU handled 120 pieces of inbound traffic, and originated 87. These numbers are close to that of the December Flood, but the Flood traffic was handled over the course of several days, not hours. Vince, Dean, Marty, and Bud did Yeoman's work up there!
I know there was some frustration because acknowledgement of your traffic took too long in some cases, and the OEM ARU did not come up on voice nets as it had been implied that they would. You now know the reasons, and we ask your forbearance. We have already figured out a way to prevent the "log jam" in future SET's. Thanks to the Deschutes County ARES group at W7HWY that assumed the duties of Net Control on 3964 KHz.
As Bill and Kevin alluded to, the exercise produced dozens of problems, er, I mean opportunities, to address and correct through new or improved procedures and training in the near future. Expect a new section in the State "Plan" that will address these issues and publish an optimal set of guidelines to use for OADN Winlink, ICS-213's, and use of the Telpac/RMS packet network.

The Oregon Tualatin Valley Amateur Radio Club (OTVARC) is celebrating their 30th Anniversary on May 8th. In celebration, the club will move it's normal meeting night in May to Friday May 9th with a special banquet with the theme "building our future", to be held Ernesto's Restaurant in Beaverton. The Southern Oregon Amateur Radio Club (SORAC) will have exams on the following remaining 2008 schedule; May 23, Aug 22, and Nov 21. The exams will be held from 6:30 pm to 8 pm at the Fruitdale Grange. Currently the fee for exams is $14.00.
The Sunset Empire Amateur radio Club (SEARC) and The Seaside Tsunami Amateur Radio Society (STARS) of Clatsop County will be holding their First Annual fund raising All-You-Can-Eat Spaghetti Dinner on the opening Friday of SEA-PAC (May 30th), so look forward to knowing a good meal awaits at the end of the drive-in to SEA-PAC.
Funds generated will go towards repair and upgrade of our emergency communications gear in Clatsop County. There will be information booths, capability demonstrations, and over $1000 in donated door prizes and raffle items. Door prizes will have both ham-related and non-ham-related items (everything from trinkets to matched signed & numbered sets of framed photographic prints), and the general public is not only welcomed but encouraged to come.

Would you like to meet foreign hams in person? Are you interested in friendly radio competitions? Here is your chance, when the Friendship Radiosport Games come to Oregon on August 1-3, 2008.
The Friendship Radiosport Games (FRG) started in 1989 as an exchange between the hams of Portland and our Sister City of Khabarovsk in Far Eastern Russia. They have since expanded to include Niigata, Japan and Victoria, British Columbia, Canada. Hams from these cities (and occasionally other visitors) gather in one of the cities every few years to engage in friendly ham radio competitions and share time together, including sightseeing and social events. Part of the fun is living with a host family for the duration of the event, so that a greater cultural exchange can take place, to the benefit of all. This year, the fun and excitement will happen right here in the Portland area!
The competition events are CW (including sending, receiving, and copying callsigns out of a pileup), HF contesting, and Fox Hunting (radio direction-finding on foot in a park.) Even those who aren't particularly good at an event still are welcome to try it for fun, experience, and comradery. There is a strong emphasis on Friendship throughout the event.
This year the CW event will follow our Opening Ceremonies on Friday August 1st. The HF contest will be Saturday morning, August 2nd. The Fox Hunt and the Awards Banquet will be on Sunday, the 3rd. There will also be social events and some time for our guests to go sightseeing, shopping, etc.
As we organize the various events, there are opportunities for large numbers of people to participate. In addition to those who would like to compete, we are eager to have observers, supporters, judges, hosts, and those who can provide transportation and logistical aid be a part of the activities. At this time we are asking anyone who can provide housing for one or more of our visitors to contact us immediately - accommodations need not be elaborate! We would also like to have volunteers interested in providing HF stations or transportation for our "round robin" HF competition on Saturday, as well as volunteers to help with all aspects of the CW event on Friday. If you have the time, interest or equipment to help with any of these events, please contact us! We'd love to have you join in the fun. And if you don't know anything about an event, we can still use your help.
The McMinnville Amateur Radio Club (MARC) Wireless reports a success at their last Pizza feed. Their next one will be on Friday April 25, in the back room of Izzy's in McMinnville. "No business, just food and fun".

The Willamette Valley DX Club is pleased to announce The 2008 Pacific Northwest DX Convention, August 1-3, 2008 in Portland, OR.

This highly popular annual amateur radio event (not a contest) will be held over the weekend of 16-17 August 2008.
There were 380 lights on the air from 48 countries last year.
